أطلقت دولة قطر تطبيق النموذج العربي للجودة والتميز في التعليم وبرنامج تدريب القيادات التعليمية برعاية وحضور سعادة وزير التربية والتعليم والتعليم العالي بدولة قطر السيدة لولوة الخاطر وسعادة مدير عام مركز اليونسكو الإقليمي للجودة والتميز في التعليم د. عبدالرحمن بن إبراهيم المديرس، في خطوة تعزز الانتقال بالنموذج من الاعتماد العربي إلى التطبيق المؤسسي، وذلك بتنظيم مشترك بين مركز اليونسكو الإقليمي للجودة والتميز في التعليم، ووزارة التربية والتعليم والتعليم العالي بدولة قطر، واللجنة الوطنية القطرية للتربية والثقافة والعلوم.
وامتد البرنامج على مدى أربعة أيام، خلال الفترة من 28 سبتمبر إلى 1 أكتوبر 2026، في مسار جمع بين الإطلاق الرسمي، وبناء القدرات، والتطبيق العملي، والحوار حول مستقبل الجودة والتميز في التعليم. كما جمع حفل الإطلاق قيادات وخبرات وطنية وعربية ودولية، بمشاركة منظمة اليونسكو والمنظمة العربية للتربية والثقافة والعلوم «الألكسو».
وجرى الإطلاق برعاية وحضور سعادة السيدة لولوة بنت راشد الخاطر، وزيرة التربية والتعليم والتعليم العالي بدولة قطر*، وبحضور سعادة الدكتور عبدالرحمن بن إبراهيم المديرس، مدير عام مركز اليونسكو الإقليمي للجودة والتميز في التعليم، وعدد من القيادات والخبراء وممثلي المنظمات الإقليمية والدولية.
وقدّم سعادة الدكتور إبراهيم بن صالح النعيمي، وكيل وزارة التربية والتعليم والتعليم العالي بدولة قطر، كلمة افتتاح الإطلاق نيابة عن سعادة الوزيرة، مؤكدًا أهمية النموذج بوصفه إطارًا عربيًا استرشاديًا متكاملًا يدعم التحسين المستمر والتميز المستدام، مع مراعاة خصوصية السياقات الوطنية والانفتاح على أفضل الممارسات العالمية.
وأوضح أن البرنامج التدريبي المصاحب للإطلاق يمثل خطوة أساسية في بناء قدرات القيادات والكوادر التعليمية وتعزيز جاهزيتها لتطبيق النموذج بكفاءة، مشيرًا إلى أن نجاح نماذج الجودة لا يرتبط بالأدلة والمعايير فحسب، وإنما يتطلب قيادات قادرة على تبنيها، وكوادر مؤهلة لتطبيقها، وثقافة مؤسسية داعمة للتطوير والتعلم المستمر.
كما أكدت الكلمة أن “المتعلم يقع في قلب النموذج”، وأنه يقدم للمؤسسات التعليمية منهجية عملية لتشخيص واقع الأداء، وقياس النتائج، وتحديد فرص التطوير، وبناء خطط التحسين ومتابعة الأثر بصورة مستمرة.
ويرتبط إطلاق النموذج بتوجهات رؤية قطر الوطنية 2030 واستراتيجية وزارة التربية والتعليم والتعليم العالي 2024–2030، وبجهود بناء منظومة تعليمية مبتكرة وعالية الجودة تتمحور حول المتعلم، وتستجيب لاحتياجات المجتمع ومتطلبات التنمية المستدامة.
ويحمل إطلاق التطبيق في الدوحة دلالة خاصة في مسيرة النموذج؛ إذ أشار سعادة الدكتور عبدالرحمن بن إبراهيم المديرس، مدير عام مركز اليونسكو الإقليمي للجودة والتميز في التعليم، إلى أن وزراء التربية والتعليم العرب كانوا قد اعتمدوا مخرجات النموذج خلال مؤتمرهم الرابع عشر في الدوحة في يناير 2025، ورفعه لجامعة الدول العربية للترحيب به ودعوا الدول العربية إلى تطبيقه، لتعود الدوحة اليوم وتحتضن مرحلة الانتقال من التوافق والاعتماد العربي إلى التطبيق داخل المؤسسات التعليمية وتدريب القيادات عليه.
وأكد المديرس أن النموذج العربي ليس وثيقة نظرية، بل إطار عمل تطبيقي يساعد المؤسسات التعليمية على تشخيص واقعها، وتحديد أولويات التحسين، وبناء خطط تطوير تستند إلى الأدلة، مشددًا على أن الجودة تُقاس بما يتحسن فعليًا في تعلم الطلبة وأداء المؤسسة والنتائج والأثر المتحقق.
وأوضح أن النموذج يقوم على أربعة مرتكزات مترابطة هي: استشراف المستقبل، والحوكمة، والأداء التعليمي، والنتائج، وأنه طُوّر من خلال شراكات عربية وإقليمية ودولية وبمشاركة خبراء من الدول العربية، مستفيدًا من المرجعيات الدولية ومستجيبًا في الوقت ذاته لاحتياجات المنطقة.
وأضاف أن تجربة دولة قطر تمثل مرحلة عملية لبناء قدرات القيادات التعليمية على فهم معايير النموذج، وجمع الشواهد، وإجراء التقييم، وتحديد فرص التحسين، وتحويل المعرفة إلى ممارسة مستمرة، مؤكدًا أن نجاح النموذج لا يقاس بمجرد إطلاقه، وإنما بما يحدثه من أثر في *أداء المؤسسات التعليمية، وجودة الممارسات، وأثر التعليم على الإنسان والتنمية.
وشهد الإطلاق مشاركة معالي الأستاذ الدكتور محمد ولد أعمر، المدير العام للمنظمة العربية للتربية والثقافة والعلوم «الألكسو»، الذي أكد أهمية النموذج بوصفه ثمرة للتعاون العربي المشترك وأداة لدعم تطوير النظم التعليمية وتعزيز الجودة والتميز في المؤسسات التعليمية العربية.
كما أبرز أهمية الانتقال بالنموذج من الاعتماد العربي إلى التطبيق الفعلي، بما يعزز تبادل الخبرات وبناء القدرات ويدعم تطوير التعليم في الدول العربية في ضوء التحولات والمتطلبات المستقبلية.
وتضمنت فعاليات الإطلاق كذلك مشاركة دولية من اليونسكو، حيث أكدت المداخلة المقدمة من الأستاذ الدكتور تشن تشون، مساعد المدير العام لليونسكو للتعليم، بحسب مواد البرنامج، أن النموذج يعكس طموحًا مشتركًا لتعزيز نظم تعليمية أكثر شمولًا وإنصافًا وقدرة على الصمود، ويدعم تحقيق الهدف الرابع من أهداف التنمية المستدامة*، ويسهم في بلورة رؤية مشتركة للتعليم لما بعد 2030، إلى جانب دوره في دعم الحوكمة والإصلاح المستند إلى الأدلة وتحسين نواتج التعلم.
وخلال حفل الإطلاق، قدمت سعادة الدكتورة فاطمة الرويس، مساعد المدير العام وأمين اللجنة الإشرافية العليا للنموذج، عرضًا تعريفيًا حول النموذج العربي للجودة والتميز في التعليم ومساره في دعم المؤسسات التعليمية للانتقال من **قياس الأداء إلى التحسين المستمر والتميز وتحقيق النتائج والأثر.
كما أُطلق برنامج تدريب القيادات التعليمية في دولة قطر، متضمنًا تطبيقات عملية وحلقات نقاش تستهدف ترجمة مفاهيم النموذج إلى ممارسات وأدوات قابلة للتطبيق داخل المؤسسات التعليمية.
وخصص اليوم الثاني من البرنامج لبناء الفهم المشترك للنموذج واستشراف مستقبل جودة التعليم، واستُهل بحوار فكري مع الدكتور صبحي الطويل، المدير العام بالإنابة للمكتب الدولي للتربية ومدير مبادرة مستقبل التربية والتعليم في اليونسكو، تناول أبرز التحولات التي تعيد تشكيل مستقبل التعليم، وأهمية الاستعداد لها من خلال بناء أنظمة تعليمية أكثر مرونة وجودة وقدرة على التكيف.
كما ربط الحوار بُعد الاستشراف في النموذج بالتخطيط والتطوير المؤسسي وصناعة القرارات التعليمية القائمة على قراءة التحولات والفرص والتحديات المستقبلية.
وتعمق البرنامج بعد ذلك في نشأة النموذج وأهدافه ومراحل بنائه وأُسسه المفاهيمية، بما في ذلك الجودة والتميز، والتطوير القائم على البيانات، والتقييم المستند إلى النموذج، مع حلقات نقاش تربط الإطار النظري بالسياق التعليمي والتطبيق العملي.
وفي اليوم الثالث، تعزز البعد الدولي للبرنامج بمشاركة الأستاذ الدكتور تشانغ مينشوان، مدير عام مركز إعداد المعلمين في الصين، الذي تناول تطوير التعليم وضمان الجودة وبناء القدرات، وسلط الضوء على أهمية بنية النموذج المتكاملة والمكانة المحورية للمعلم المتمكن والمُمكَّن في تحسين جودة المخرجات التعليمية.
وانتقل البرنامج إلى التعمق في بنية النموذج ومعاييره ومؤشراته وآليات استخدامه، وتناول *مقاييس التقدير، وآلية احتساب الدرجات، والأدلة والشواهد، والتطبيق العملي*، بما يسهم في نقل المشاركين من معرفة النموذج إلى امتلاك القدرة على استخدامه وتطبيقه بصورة منهجية، مع مناقشة أمثلة تطبيقية مرتبطة بالسياق التعليمي في دولة قطر.
واختتمت أعمال البرنامج اليوم الخميس 1 أكتوبر 2026* تحت عنوان «من التقييم إلى قيادة التغيير: نحو التطبيق المستدام للنموذج»، بعد أربعة أيام من الحوار والتدريب والتطبيق، وصولًا إلى تمكين القيادات التعليمية من توظيف النموذج أداة للتقييم والتحسين وقيادة التغيير.
ويشهد اليوم الختامي مشاركة الدكتور أندرياس شلايشر، مدير قطاع التربية والتعليم والمهارات في منظمة التعاون الاقتصادي والتنمية (OECD) ، في جلسة رئيسة تعزز البعد الدولي للبرنامج وتربط الجودة التعليمية بالتحولات العالمية ومستقبل أنظمة التعليم.
ويتناول اليوم الختامي بصورة معمقة عملية التقييم وأنواعها ومراحلها وأدوار فرق التقييم، انطلاقًا من فلسفة تؤكد أن غاية التقييم في النموذج ليست إصدار حكم على المؤسسة، وإنما *بناء معرفة دقيقة بمستوى أدائها تساعدها على التعلم المؤسسي والتحسين المستمر والارتقاء نحو مستويات أعلى من الجودة والتميز.
كما يركز البرنامج على الانتقال من النموذج إلى ثقافة مؤسسية، من خلال آليات نشر النموذج والتعريف به، وأدوار منسقي النموذج وسفراء التميز، انطلاقًا من أن الاستدامة لا تتحقق بمجرد امتلاك إطار للجودة، بل ببناء ثقافة مؤسسية تجعل الجودة والتميز ممارسة يومية ومسؤولية جماعية.
ويختتم البرنامج بمناقشة الفرص والتحديات ودور القيادات التعليمية في قيادة التغيير وتحويل نتائج النموذج إلى خطط تطوير وتحسين قابلة للتنفيذ، بحيث تتجاوز القيادة إدارة الأداء إلى *بناء الرؤية، وتمكين الفرق، وتوظيف الأدلة، وقيادة التغيير نحو نتائج تعليمية أكثر جودة واستدامة.
ويمثل إطلاق تطبيق النموذج في دولة قطر بداية مرحلة جديدة من العمل العربي المشترك في مجال الجودة والتميز، تستهدف تعزيز الممارسات المؤسسية القائمة على الجودة، ورفع القدرة على قياس الأداء وتحسينه، وتحويل البيانات ونتائج التقييم إلى قرارات تطويرية تنعكس على أداء المؤسسات وجودة تعلم الطلبة.
ويؤكد مسار التطبيق في قطر أن القيمة الحقيقية للنموذج لا تكمن في التقييم بوصفه غاية مستقلة، وإنما في تحويل التقييم إلى معرفة، والمعرفة إلى قرار، والقرار إلى تحسين، والتحسين إلى أثر مستدام؛ لتصبح الجودة والتميز ثقافة مؤسسية مستمرة تسهم في تطوير التعليم وتعزيز أثره في الإنسان والتنمية.
والرسالة التي يلخص بها الإطلاق مساره هي أن ما يبدأ في الدوحة اليوم ليس نهاية مشروع، وإنما بداية مرحلة من التطبيق والمتابعة والتعلم المستمر.

State of Qatar Launches the Implementation of the Arab Model for Quality and Excellence in Education, Marking a New Phase of Implementation and Capacity Building
Doha – 1 October 2026
The State of Qatar launched the implementation of the Arab Model for Quality and Excellence in Education and the Educational Leadership Training Programme, under the patronage and in the presence of Her Excellency Ms. Lolwah Al-Khater, Minister of Education and Higher Education of the State of Qatar, and Dr. Abdulrahman bin Ibrahim Al-Mudaires, Director-General of the UNESCO Regional Centre for Quality and Excellence in Education (RCQE). The launch marks an important step in advancing the Model from Arab-level endorsement to institutional implementation.
The initiative was jointly organized by the UNESCO Regional Centre for Quality and Excellence in Education, the Ministry of Education and Higher Education of the State of Qatar, and the Qatar National Commission for Education, Culture and Science.
The programme extended over four days, from 28 September to 1 October 2026, combining the official launch, capacity building, practical application, and dialogue on the future of quality and excellence in education. The launch ceremony also brought together national, Arab, and international leaders and experts, with the participation of UNESCO and the Arab League Educational, Cultural and Scientific Organization (ALECSO).
The launch was held under the patronage and in the presence of Her Excellency Ms. Lolwah bint Rashid Al-Khater, Minister of Education and Higher Education of the State of Qatar, with the participation of Dr. Abdulrahman bin Ibrahim Al-Mudaires, Director-General of the UNESCO Regional Centre for Quality and Excellence in Education, alongside a number of leaders, experts, and representatives of regional and international organizations.
An Arab Framework for Development and Continuous Improvement
Dr. Ibrahim bin Saleh Al-Nuaimi, Undersecretary of the Ministry of Education and Higher Education of the State of Qatar, delivered the opening address on behalf of Her Excellency the Minister. He emphasized the importance of the Model as a comprehensive Arab guiding framework that supports continuous improvement and sustainable excellence, while taking into account the specificities of national contexts and remaining open to international best practices.
He explained that the training programme accompanying the launch represents a fundamental step in building the capacities of educational leaders and professionals and strengthening their readiness to implement the Model effectively. He noted that the success of quality models does not depend solely on guidelines and standards, but also requires leaders capable of embracing them, qualified professionals able to implement them, and an institutional culture that supports development and continuous learning.
The address also emphasized that “the learner is at the heart of the Model”, and that the Model provides educational institutions with a practical methodology for diagnosing current performance, measuring results, identifying opportunities for development, developing improvement plans, and continuously monitoring impact.
The launch of the Model is aligned with the orientations of Qatar National Vision 2030 and the Ministry of Education and Higher Education Strategy 2024–2030, as well as with efforts to build an innovative, high-quality, learner-centred education system that responds to societal needs and sustainable development requirements.
Doha: From Endorsement of the Model to Its Implementation
The launch of the Model’s implementation in Doha carries particular significance in its development journey. Dr. Abdulrahman bin Ibrahim Al-Mudaires, Director-General of the UNESCO Regional Centre for Quality and Excellence in Education, noted that Arab Ministers of Education had endorsed the outcomes of the Model during their 14th Conference in Doha in January 2025, recommended that it be submitted to the League of Arab States for acknowledgement, and called upon Arab countries to implement it.
Today, Doha is once again hosting an important milestone: the transition from Arab consensus and endorsement to implementation within educational institutions and the training of educational leaders in its application.
Dr. Al-Mudaires stressed that the Arab Model is not a theoretical document, but rather a practical framework that helps educational institutions diagnose their current situation, identify improvement priorities, and develop evidence-based improvement plans. He underlined that quality is measured by the tangible improvements achieved in student learning, institutional performance, results, and impact.
He explained that the Model is built around four interconnected pillars: Foresight, Governance, Educational Performance, and Results. It was developed through Arab, regional, and international partnerships, with the participation of experts from across Arab countries, drawing on international reference frameworks while responding to the needs of the region.
He added that the State of Qatar’s experience represents a practical stage in building the capacities of educational leaders to understand the Model’s standards, collect evidence, conduct evaluation, identify opportunities for improvement, and transform knowledge into sustained practice.
He stressed that the success of the Model should not be measured merely by its launch, but rather by the impact it generates on the performance of educational institutions, the quality of practices, and the contribution of education to people and development.
Arab and International Participation
The launch featured the participation of H.E. Prof. Mohamed Ould Amar, Director-General of the Arab League Educational, Cultural and Scientific Organization (ALECSO), who highlighted the importance of the Model as an outcome of joint Arab cooperation and as a tool for supporting the development of education systems and promoting quality and excellence across Arab educational institutions.
He also emphasized the importance of moving the Model from Arab-level endorsement to practical implementation, in ways that strengthen the exchange of expertise and capacity building and support the advancement of education in Arab countries in light of emerging transformations and future requirements.
The launch activities also included international participation from UNESCO. According to the programme materials, the intervention delivered by Prof. Chen Chun, UNESCO Assistant Director-General for Education, emphasized that the Model reflects a shared ambition to strengthen education systems that are more inclusive, equitable, and resilient; supports the achievement of Sustainable Development Goal 4; and contributes to shaping a shared vision for education beyond 2030.
The intervention also highlighted the Model’s contribution to supporting governance, evidence-informed reform, and improved learning outcomes.
From Performance Measurement to Results and Impact
During the launch ceremony, Dr. Fatimah Roaiss, Deputy Director-General and Secretary of the Model’s Higher Supervisory Committee, delivered an introductory presentation on the Arab Model for Quality and Excellence in Education and its role in supporting educational institutions in moving from performance measurement to continuous improvement, excellence, and the achievement of results and impact.
The Educational Leadership Training Programme in the State of Qatar was also launched, featuring practical applications and discussion sessions aimed at translating the concepts of the Model into practices and tools that can be applied within educational institutions.
Foresight and Building a Shared Understanding
The second day of the programme was dedicated to building a shared understanding of the Model and exploring the future of educational quality.
The day opened with an intellectual dialogue featuring Dr. Sobhi Tawil, Acting Director of the International Bureau of Education and Director of UNESCO’s Futures of Education Initiative, who addressed key transformations reshaping the future of education and the importance of preparing for them by developing education systems that are more flexible, higher in quality, and better able to adapt.
The dialogue also connected the foresight dimension of the Model with institutional planning and development, as well as educational decision-making informed by an understanding of future transformations, opportunities, and challenges.
The programme then explored in greater depth the origins of the Model, its objectives, stages of development, and conceptual foundations, including quality and excellence, data-driven development, and Model-based evaluation.
Discussion sessions were also held to connect the theoretical framework with the educational context and practical implementation.
From Concepts to Measurement and Implementation Tools
On the third day, the programme’s international dimension was further strengthened through the participation of Prof. Zhang Minxuan, Director-General of the Teacher Education Centre in China, who addressed education development, quality assurance, and capacity building.
He highlighted the importance of the Model’s integrated structure and the central role of the competent and empowered teacher in improving the quality of educational outcomes.
The programme then moved into an in-depth exploration of the Model’s structure, standards, indicators, and mechanisms for use.
Sessions addressed rating scales, score calculation mechanisms, evidence and supporting documentation, and practical application, helping participants move from understanding the Model to developing the capacity to use and implement it systematically.
Practical examples related to the educational context of the State of Qatar were also discussed.
From Evaluation to Leading Change
The programme concluded on Thursday, 1 October 2026, under the theme:
“From Evaluation to Leading Change: Towards the Sustainable Implementation of the Model.”
After four days of dialogue, training, and practical application, the programme culminated in enabling educational leaders to use the Model as a tool for evaluation, improvement, and leading change.
The final day featured the participation of Dr. Andreas Schleicher, Director for Education and Skills at the Organisation for Economic Co-operation and Development (OECD), in a keynote session that further strengthened the programme’s international dimension and connected educational quality with global transformations and the future of education systems.
The concluding day examined in depth the evaluation process, its types and stages, and the roles of evaluation teams, based on a philosophy that emphasizes that the purpose of evaluation within the Model is not to pass judgment on an institution, but rather to develop an accurate understanding of its performance level that supports institutional learning, continuous improvement, and progression towards higher levels of quality and excellence.
The programme also focused on moving from the Model as a framework to the establishment of an institutional culture of quality, through mechanisms for disseminating and introducing the Model and through the roles of Model coordinators and Excellence Ambassadors.
This approach is based on the principle that sustainability cannot be achieved merely by possessing a quality framework, but rather by building an institutional culture in which quality and excellence become a daily practice and a shared responsibility.
The programme concluded with discussions on opportunities and challenges, as well as the role of educational leaders in leading change and translating the findings of the Model into actionable development and improvement plans.
The discussions emphasized that leadership must go beyond managing performance to building a vision, empowering teams, using evidence, and leading change towards higher-quality and more sustainable educational outcomes.
The Beginning of a New Phase of Joint Arab Action
The launch of the Model’s implementation in the State of Qatar marks the beginning of a new phase of joint Arab action in the field of quality and excellence in education.
This phase seeks to strengthen quality-based institutional practices, enhance the capacity to measure and improve performance, and transform data and evaluation results into development decisions that positively affect institutional performance and the quality of student learning.
The implementation pathway in Qatar confirms that the true value of the Model does not lie in evaluation as an end in itself, but rather in transforming evaluation into knowledge, knowledge into decisions, decisions into improvement, and improvement into sustainable impact.
Through this approach, quality and excellence become an enduring institutional culture that contributes to advancing education and strengthening its impact on people and development.
The central message emerging from the launch is that what begins in Doha today is not the end of a project, but the beginning of a new phase of implementation, follow-up, and continuous learning.
